Protection Airforce Ministry opens up Rs 12,000 cr for 56 aircraft

INDIA: The Protection Ministry on Thursday eliminated a offer value over Rs 12,000 crore to get 56 transportation aircraft for the Air Power to substitute its navy of classic Avro aircraft.
In a conference of the Protection Purchase Authorities (DAC) advancing by Protection Reverend AK Antony, the IAF offer to issue a international soft for obtaining these aircraft was eliminated, Protection Ministry resources said.
The first 16 aircraft will be obtained off-the-shelf from international providers who will have to associate with a local public use or private industry company, they said.
The next 16 aircraft will have to have 30 % natural element while the staying 24 aircraft will have 60 % locally-procured and created items.
Asked why the state-run Hindustan Aeronautics Restricted (HAL) was not be engaged in the venture, they said the PSU was already overwhelmed with tasks such as the SU-30MKI development and improvements of IAF aircraft navy such as the Mirage, MiG 29 and Jaguar aircraft.
HAL has a wide chopper division and will also be engaged in the approaching M-MRCA venture for generating 126 fight aircraft, the resources said.
They said the 56-aircraft venture would help in creating a household aerospace industry and ability to perform such tasks.
The IAF navy of Avro aircraft was inducted from the Sixties and are used for moving men and material. The aircraft can carry lots of up to 7-8 lots.
The DAC also eliminated a offer to create a new Protection Offsets Management Organization (DOMA) which will substitute the current Protection Offsets Facilitation Organization (DOFA). Sources said the new agency will be under the Department of Protection Production (DoDP).
The conference accepted the addition of exchange of technology and crucial systems as defence offsets. Under the Protection Purchase process (DPP), any international source getting agreement value over Rs 300 crore has to reinvest at least 30 % of the refund in Native indian defence, municipal aerospace or birthplace security industry.
